About My Experience
Hello! I’m Linda S. Riggle, founder of CTE Legacy Consulting and a retired educator with 28 years of experience serving rural communities in Northern California.
My journey in Career Technical Education began in 1997, when I was recruited from my hotel management career to teach a Hospitality Occupations course at my alma mater, Willows High School. From the first day I stepped into the classroom, I was hooked! I loved my students, I loved my school, and I loved my job. I taught a two-period block course until 2015 and found my true calling: building sustainable career pathways for youth and adult learners. I’m proud to still be in touch with many former students—they all hold a special place in my heart.
In 2000, I was recruited to teach in the Youth Employment Services (Y.E.S.) Program in Glenn County—a collaborative, countywide afterschool initiative serving high school students. The Y.E.S. Program brought together multiple agencies, including the County Office of Education, Special Education (WorkAbility I), TPP, ROP, Foster Youth, CalWORKs, WIOA, Probation, GRIP, and Butte-Glenn Community College to deliver job readiness training, paid work experience, certifications, and life skills.
In 2009, I became Program Manager for WorkAbility I (WAI), where I gained grant writing experience and served on several California state-level committees, including the WAI Wage, Labor & Safety Committee and the Legislative Committee. With a team of five, we served middle school, high school, and adult students with disabilities—offering career assessments, planning, job skills instruction, and hands-on paid work placements.
In 2015, I was promoted to CTE Lead Coordinator for the Glenn County Office of Education. I led the writing and management of major grants, including:

K12 Strong Workforce Program (SWP)
Perkins
CTE Facilities Grant
I oversaw both K–12 and adult CTE programs, helping develop pathways in Healthcare, Media Arts, Education, ICT, and Aviation.
Notable projects included:
Securing a Specialized Secondary Program (SSP) Grant to pursue a Firefighting Pathway at Willows High School
Leading William Finch Charter School to write and secure a CTE Facilities Grant that funded a new Media Arts building with a digital media lab, new classrooms, and a interviwing room in addition to gallery space.
Over the years, I developed a 10-year CTE Consortium that secured equipment, supported CTSOs, and funded student experiences like industry tours and college visits. I also worked to design and implement:

In 2022, I joined the Glenn2Greatness Network, focusing on building Nursing and Education pathways to address the critical shortages of providers and teachers in our region. I proudly served as Chair of the network from July 2024 – June 2025.
In May 2024, I was honored to receive the Hamilton High School Ag Department’s Honorary Member Award, “I Believe in the Future of Agriculture.” This recognition was given in appreciation of the years I spent supporting their program through grant funding that enabled the purchase of a tractor, CTSO conference attire, and the coordination of multiple agricultural tours. I also had the privilege of hosting a Professional Learning Community (PLC) Day for local Ag teachers—fostering collaboration and program development across the region.
That same month, I was inducted into the Glenn County Educators Hall of Fame—a deeply meaningful capstone to a career dedicated to empowering students and supporting educators.

My life story…
My Life Story
Hello there,
Thank you for taking a moment to stop by and learn a little more about me. I’m a small-town girl, born and raised in Willows, California—right in the heart of rural Glenn County. This is where my roots run deep, where my story began, and where I plan to be for the rest of my life.
I was born in November 1963, the youngest of six siblings, with three additional siblings in Minnesota whom I’ve never met. My childhood wasn’t filled with fairy tales or privilege. Instead, it was shaped by poverty, dysfunction, and a series of adverse childhood experiences. I lost my mother at the age of 12, experienced separation from my siblings, spent time in foster care, and became a teen mother. Life handed me many challenges, and I had a choice—to let those experiences break me or build me. I chose to let them make me stronger.
I graduated from Willows High School in 1983. Just two weeks later, I got married and soon welcomed my daughter, Rebecca into the world. A few years later, I had my son, Anthony. One of my greatest joys in this world was and is being a mother. I worked hard to provide the best life I could for my young family. Though I stayed married for 25 years, ultimately the marriage failed. Although the journey wasn’t always easy, it is through difficult times, we learn life’s most valuable lessons, and learn to grow from those lessons. Four years later, I was blessed to marry a wonderful man, and we’ve now been happily together for 16 years.
I’m the proud “Nana” of seven amazing grandchildren—along with my children, they are my daily motivation and my “why.” I’ve seen firsthand how vital it is for students to have access to high-quality, hands-on learning opportunities both inside and outside the classroom. Every child deserves that, and I worked to bring that to my students each day I was honored to be their teacher.
Now, in retirement, I’ve had the joy of being more present in my grandchildren’s lives, and I’m eager to give back to the same rural communities that helped raise me. I love mentoring new teachers and working alongside districts to create opportunities that make a lasting impact on students’ futures.
This is my story. This is who I am. And I’m embracing this chapter of my life with purpose and passion.

You were my partners, my friends and my trusted allies. You gave me confidence and entrusted me to try and even fail at times, but through it all, you stood by my side.
To my students! I have great memories of our adventures and your successes! Because of you , I had a wonderful career built on laughter, tough conversations and most of all gratitude for each and everyone of you.
